English law forbids hate speech. Section 4 of the Public Order Act 1986 (POA) is one of the laws that prohibits using words or behaviors that are threatening, abusive, or insulting and that are likely to cause annoyance, alarm, or distress to another person. Over time, this statute has been amended to contain provisions that are seen to foster “terrorism,” “hate on the grounds of sexual orientation,” and “racial and religious hatred.” The Terrorism Act of 2006 makes it illegal to “promote terrorism,” which includes praising terrorist activities in speech. Sending messages via a public electronic communications network that are deemed very offensive, indecent, obscene, or threatening is prohibited by Section 127 of the Communications Act of 2003.
