Three resources on counter-terrorism have just been uploaded, of which the book published by the IMF, Countering the Financing of Terrorism, offers guidance to AML/CFT policymakers and practitioners on strengthening frameworks against terrorism financing through the identification of key challenges and good practices. It details six areas of focus, including risk assessment, the private sector’s role, financial intelligence use, and international cooperation:https://lnkd.in/dMsFbDpQ The second resource, the Report of the Independent Commission on UK Counter-Terrorism Law, Policy and Practice issued by The Bingham Centre For The Rule Of Law e.a. reviews the UK’s counter-terrorism framework and finds it to be overbroad and complex, calling for a comprehensive overhaul to align it with the Rule of Law. The report offers 113 recommendations, focusing on narrowing the definition of terrorism and reforming the controversial Prevent program to enhance fairness and accountability:https://lnkd.in/dnzCyq3m The article on Dynamics of Change in the UN’s Inter-Institutional Governance of Terrorism and Violent Extremism published by Oxford Academic analyzes the evolution of the UN’s counterterrorism governance, charting a shift from functionally divided systems to a dynamic, networked structure since the early 2000s.
